Since 2014, HEPS Uganda and other national level organisations have been involved in PEPFAR Country Operational Plan (COP) development processes and monitoring its implementation.
HEPS-Uganda with support from the AIDS Vaccines Advocacy Coalition (AVAC) implemented a Community Score Card (CSC) to integrate community accountability into PEPFAR Site Improvement Monitoring Systems (SIMS) in selected PEPFAR supported sites.
Using the latest SIMS data from the Uganda USAID Mission, HEPS-Uganda identified Key population sites in central and south western regions in Uganda, i.e. MARPI clinic in Kampala (central), TASO Clinic Mbarara, Mbarara Regional Referral Hospital, and Rubaale Health center IV (Drop-in center) all in South Western Uganda.
Between the months of November and December 2018 the project team conducted a community scorecard with key populations accessing HIV services from MARPI clinic Mulago, TASO clinic Mbarara, Mbarara Regional Referral Hospital and Rubaale Health Center IV.
The activity aimed at using a community score card to expand access to and use of SIMS data by integrating a community-based score card. The process therefore provides essential information and community feedback for improved management decision-making, allocations, and service delivery in health overall. The score card empowers communities to be able to hold duty bearers accountable when they measure the services received compared to the set health standards.
Scorecard objectives:

- Â Providing essential information and community feedback for improved management, decision-making, allocations, and delivery of HIV services.
- Â Strengthening the capacity of community structures and relevant stakeholders to engage duty bearers in addressing challenges to access to HIV services.
